I was walking through pewter city and talked to brock by the road. I saw that he had some quest available and when I tried to click yes I accidentally clicked no and he disapeared is there anyway I can restart the quest or somewhere else I can start it thanks

I was going through the team aqua hideout and went to room b2f and surfed on the water. now im stuck on the water and cant get off it as it just says "it seems to dangerous to surf around here" so im stuck on the water and don't know how to get off and need help figuring out how to do so.
