I've completed all the steps in the S.S. Anne quest but Blissey does not appear in the spot it should be in the Ballroom.

- Found the Pecha Berry in the trash can

- Talked to Doctor Neumann in the Kitchen

- Talked to Jensen

- Defeated Jackson

- Enter Ballroom, walk up the stairs to the place Blissey should be and nothing is there.

- Guard outside of Caption area will not let me enter

 

I've defeated and talked to every NPC.

I've watched video and looked on forum to make sure I did everything correctly and I think I have. When I was doing the quest the server crashed and there was a roll back, that may have something to do with the problem.

Try to talk to Jensen again. If it still doesn't work, please contact any staff members in game when you are online.
