Sometimes your happiness of the pokemon gets bugged and you can not evolve the pokemon, to evolve it you have to your pokemon gets faint by a wild pokemon to make his happiness decrease and after that log out a couple seconds and try to evolve it again. Anyways i have deleveled your taillow so please try this procedure.
