My starly and my croagunk does not evol when lv up? I have recorded in a video but it is large file that i cant attach it!

There's a bug where your poke doesnt evo, sometimes, if it has high happiness.

 

Try fainting your Pokemon first (let it hold toxic orb/black sludge, repeatedly use status move, etc.), then immediately use a rare candy to level up, the pokemon should now evo normally.

As SinLight mentioned above, try let your pokemon faint in a wild battle, logout, relog, heal your pokemon and then try leveling it again.

Try this procedure and see if your pokemon evolves.
