After saving Peeko and speaking to the old man, have you returned the devon goods to the NPC right outside of Rustboro's gym? The NPC will tell you that Mr.Stone wants to see you, and that you should meet him at Devon Corp. If you've done all of that and have spoken to Mr.Stone, then this dialogue should appear towards the end of the conversation, after he requests you to deliver the letter to Steven in Granite Cave: The letter itself isn't a key item, and shouldn't appear in your inventory.
