As this game uses Gen 7 Mechanics when it comes to learnsets, Xatu cannot learn it in Gen 7 hence being unable to learn it in PRO. I assume you looked at its Gen 8 learnset where yes it can learn Baton Pass, however in future, you can use a Website like Bulbapedia or Pokémon Database to see a Pokémons learnset per Generation.
