I'm sorry for the inconvenience.

But, can you please try the following steps and see if it still doesn't evolve?

 

1. Let your tangela faint battling a wild pokemon.

2. Logout, Close the client, Open the client, Login and revive your tangela.

3. Level up your tangela.

    Maybe the evolution bug has to do with it.

    That player said that his gastly was lvl 25 and had not evolved but on the inspect the gastly was lvl 21.
