I cant progress on quest. When i go to Mr.stone he say this and after i go to dewford town and foun steven i cant go to gym and when i come back to Mr.Stone he says same text, and same with Steven, they just repeat same text

Hey there, @DILOO

 

After you have beaten the 1st gym in Hoenn, you must go ahead towards Rusturf Tunnel, north east of Rustboro City and Resuce Peeko. After recusing Peeko, head back to Rustboro Gym and outside there is a scientist looking NPC, speak to him first then speak to Mr. Stone in Devon Corp who will give you the letter. Once receiving the letter speak to Steven in Granite Cave this should then allow you to access the gym.
