hi i have a problem, i did the power plant quest i even managed to beat wally, and finished the quest, i tried the teleporter for the firts time, but now after talking to wattson i dont have access to the teleporter the officer tell me to talk to wattson and wattson tell me that captain phantom steal an important machine part but this is not related to this quest so i dont understand why i can't use it, i tried to relog but nothing work.

Can you confirm for me that you've talked to Wattson inside of New Mauville after defeating Wally? He should say this after you've defeated Wally:

he disappeared, because I thought that if I finished the quest for captain phantom the teleporter was going to work out that did not change the problem, I no longer find wattson

I unhid Wattson in New Mauville at the far back for you.

If you interact with him, he will give you the task.

Unfortunately, you will have to do the quest (find the right Pokecenters) again afterwards.
