Trade requirements are the 4th "rainbow" badge of kanto, being inside a Poke Center and acquiring the title "johto champion" if the pokemon you were trying to get is originated in Johto rather than Kanto.

Either the other two options didn't meet the requirement or the person you were trying to trade with didn't meet the requirements.
