My Pikachu seems to be capped at 510 EVs and won't go past that.

Hello,

 

The number of 510 is correct, it's the maximum amount of total effort values that are obtainable on a single pokemon. Since the generation 6 (Or the X and Y games) you can also get a maximum of 252 per stats, with the 510 total still applying.

As previously stated by @Ichibann, 510 is indeed the max amount of EVs a single pokemon can get, with 252 being the cap per stat.
