The NPC you're speaking with is the Focus Punch TM-Tutor, which existed in Gen III and Gen IV. The same goes for the Swords Dance TM-Tutor, which existed in FireRed/LeafGreen and Emerald. There is currently no way to teach Pangoro Focus Punch. Use the TM75 - Swords Dance to teach it to Garchomp. The Move Tutor/TM-Tutor/TM subject can be a bit confusing, if you have questions feel free to ask. Have a nice day!
