Focus punch tutor wont work on pangoro who can definitely learn it.

There is currently no Focus Punch Move Tutor on PRO. The NPC you're speaking with is the Focus Punch TM-Tutor, which existed in Gen III and Gen IV. The same goes for the Swords Dance TM-Tutor, which existed in FireRed/LeafGreen and Emerald.

There is currently no way to teach Pangoro Focus Punch. Use the TM75 - Swords Dance to teach it to Garchomp.
