I'm sorry for the inconvenience.

 

The Sinnoh access questline has recently been reworked and been changed to have a new story, as it was announced on the PRO Discord Server:

To start the Sinnoh access quest, search for Paul at Lilycove City.

Should you experience any issues during the quest, feel free to make a post here.
