I've deleveled your Shellos for you. Before trying to evolve him again, please lose some happiness, restart your client, and level him up again. That should prompt the evolution screen.

Aditionally, if this ever happens again in the future, do make a post in the Deleveling Pokemon Megathread instead of making a thread here.
