I fought several times in pvp rank with players who use venu. It was always difficult to kill venu cause always it uses sleep powder then a recover hp move or leech seed. Sometimes I ended up with almost my hole team sleeping. I'm not here to complain for loss cause I won. But isn't it kinda too op? :)

That's not a bug, that's just a mechanic. If you feel like Venusaur is too strong, get a Venusaur counter. You could also have a Lum berry on some Pokémon or bring your own grass-type, as those aren't affected by both Sleep Powder and Leech Seed. I'd say get a Venusaur since you consider it to be so strong. Keep in mind Sleep Powder can miss though.

There are no clauses in ranked battles atm.
