I was just wondering if they were in the game at all. I didn't know where to ask this and asking in game, nobody even acknowledges the question :(

I checked there on the link that said how to get every Pokemon, espurr and meowstic were coloured that only paying people can, but under espurr it days no location. Is it safe to assume that it isn't in he game then?

If it's said in that guide, it most likely isn't. The Pokedex guide is managed by an active player, that's why it is sticked and displayed first on the guide section.

 

Tl;Dr: yes you can trust that guide, until new changes of spawns are coming.
