As Iceflake said, please use the Pokemon Deleveling Megathread in the future to post a request for deleveling.

Unfortunately we can't de-evolve your Raichu, as our tools are unable to de-evolve pokemon. As a side note, you can evolve pokemon that require a stone or trade at level 100, and do not need to delevel them.
