Technically right now only Mew is catchabke (you may find that Mew has 600 base stats also)

 

Eventually, there will be a way to catch at least 1 of any of the legends with 600 base or less, and as you can see latios falls into that category. However the region that latios would henceforth be available/unlocked in hasn't been mapped yet. So, right now no, latios isn't catchable, but neither is any of the other legends planned to be catchable either.

 

also there is going to be restrictions on even accessing the quest, restrictions that mean that not just anybody will be able to waltz into the game and shortly have multiple legends. Most will be gametime based, but other restrictions will apply too

 

I hope I have clarified the situation a little and made things a bit clearer
