I deleveled your Charmander, you should be able to evolve it to Charmeleone and Charizard now.

MMy question is bug because I caught another one calling up lel and Ev but it didn't work out my Charmander has 106 Ev but even then teacher doesn't accept anymore

Eu melhorei seu Charmander, você deve ser capaz de evoluí-lo para Charmeleone e Charizard agora.
