I want to start over a completely new game, how can I do that without being subject to ban because of having "more than one account/mass account" an how many times can I start over safly without it being a problem. I'm just learning the game so I feel I make many mistakes an could of done better in the early game, I don't want to cheat or make any profit off multi accounts or anything like that I just want a new start/reset game/abandon old gameplay/account. So how can I do that? Without it be suspicious for having made more than one account.

You can start a new game on the other Server. So if you played on Silver you can log in with the same Account into Gold an have a fresh start there. If you wanna play on Silver again you can transfer your Gold Account for free at your Dashboard. Or you can just create a new Account. A Player can have up to 2 Accounts. :) I hope that helped and please let me know if you have any more questions.
