I went to talk to Oak in Pallet Town and he talks about the mega quest I started because I'm an idiot. If i remember correctly once you recieve the old sea map you don't have to talk to oak you must go interact with the lapras south of pallet town in the water between the hours of 12:00pm and 13:00pm poketime and you'll be taken to the faraway island. Good luck with your mew!
