So I gave my Bulbasaur a Rare Candy at lvl 99 and it didn't evolve, then another one at lvl 100 and it evolve. Now I'm stuck with an Ivysaur and can't evolve it to a Venasaur. How can I evolve it, plus why didn't it let me evolve it in the first place?

I think it would be best if you made a request in this thread that i have attached below as they will be able to delevel your ivysaur so hopefully you can evolve it the next time you level it. I find it best to try to evolve my pokemon around the 95 range to give some headroom just incase bugs like this happen.

Zeyrion already linked the Delevel Megathread so that part has been answered. Evos can be bugged sometimes. What you can do to be save is to let the Poke faint 1 time (so it's happiness gets reduced a little), then log out and close your client for about 30 secs, log back in, heal up and it should ask again in the next level up 🙂 I hope that helped.
