Generally the offical discord is the best place to get updates on summer forms and upcoming events but i imagine you can also get this info from the annoucement section of the forum.

As for where to find the swim suit gible you have a chance for any gible you encounter in the wild to be the summer form you can find gibles in these locations the Moon (Hoenn), Vulcan cove on Vulcan island (Event Map) Mt. Coronet north (Sinnoh) Wayward Cave (Sinnoh)
