No and here's why:

 

Even if Mewtwo is catchable, the only use for it would be against bosses but that would make cheesing bosses much easier. Mewtwo would not be allowed in PvP due to it's huge movepool and high stats. And sure you could play with it against other players in a casual setting, but that would require approval by your opponent and let's be real not many people would like to get slapped by an OP legendary.

You cannot catch mewtwo because his too fast in PvP and other battling things and his too op to beat him

Bring out mewtwo catchable, ban it from pvp and bossing (much like smeargle for bossing) (it still has a use in AG UNRANKED PEOPLE) and its a lot of people's favourite pokemon, it's just triggering to know we never really..... completed kanto dex, do the same for other legendarys who are op. Be the first game that actually allows you to catch them all... maybe we should get an ANYTHING GOES RANKED also? Be fun.
