Nope. Though you can get another Squirtle further in the game in Vermillion. So just continue playing man.

Wasn't planning on making a new account but just getting my squirtle to level 45 before beating brock

When blue server comes out you can play on that, everything will be reset :) hope you dont get a bad poke on your second try

The primary reason that we don't reset accounts is to prevent people from constantly trying to reset their account until they get a good starter Pokemon. As Fenne mentioned, you'll have the opportunity to catch Squirtle (as well as all the other starters) later on during your journey.

Take a look at the spawn guides in the "Guide" section of the forums. Use "ctrl+f" and find whichever Pokemon you're looking for.

There is no reason to do restart, starters can be obtained on wilds. charmander cinnabar, squirtle vermilion, bulbasaur safari, pikachu viridian forest/power plant.

 

I would say it is pretty impossible to get starter to lvl 45 before brock. if you really want to. it would be a long grinding with opponent around lvl 2-6.
