Trouble with fishing

I have tried fishing about 100 times in different locations without encountering a pokemon. I have the old rod but I checked wiki to make sure the pokemons are encounterable. I am in Cherrygrove city in Johto right now, and I believe I should be able to encounter a tentacool by fishing with old rod but nothing so far. Is there something I am missing?? Sorry if this is a question that has already been addressed; I am new to the forum and had difficulty navigating it.

I guess I just had to keep trying, apologies. The pokemon finally spawned. So, it seems that it just takes a really long time to spawn a battle through fishing.
