I'm in Hoenn and when I tried to buy the 24 hr pass to safari zone it says the option is reserved for only the best of the best. Do I have to be Hoenn champion or something?

Hello, While I was battling Jackson in Mt. Silver my game crashed and brought me back to the login screen. After a couple minutes of trying to log back in, the game opened to me in the poke center. Now when I try to battle Jackson he says I am a loser and will not battle me 😞

I guess I just had to keep trying, apologies. The pokemon finally spawned. So, it seems that it just takes a really long time to spawn a battle through fishing.

I have tried fishing about 100 times in different locations without encountering a pokemon. I have the old rod but I checked wiki to make sure the pokemons are encounterable. I am in Cherrygrove city in Johto right now, and I believe I should be able to encounter a tentacool by fishing with old rod but nothing so far. Is there something I am missing?? Sorry if this is a question that has already been addressed; I am new to the forum and had difficulty navigating it. Thanks! Piffsalot
