I'm sorry for the inconvenience. Unfortunately, that's a consequence of the server transfer, since your Bulbasaur's ID changed and Oak no longer acknowledges it. You'll have to either catch a new Bulbasaur in Silver or go back to Gold and submit the one you've got (without saying to Oak you want to train another Pokemon). Up to you, there's nothing we can do for you. Hope this helped somehow.
