SS Anne bug (please help! i cant progress!)

I already got the SS Anne ticket from Bill. I already completed his quest, I already talked to Lt. Surge, but the Mysterious Captain still won't let me go on the SS Anne. I even went back to Bill AGAIN and he just asked whether im enjoying the cruise yet. Then I went back to the Mysterious Captain again, and he still won't let me board. Someone help, I can't progress anymore because of this :((

The S. S. Anne entrance is at the bottom, between those two police guards. Mysterious Captain is a part of a different quest - the world qu'est that opens at different times. Hope this helps! ^^

Oh god, thank you! Someone told me I had to speak to the mysterious captain to get on SS Anne, I feel a bit embarrassed now :(( thanks!

As stated above by Tamina6, the entrance to S.S. Anne is indeed between those two Security Guard NPC. The Mysterious Captain is an NPC related to the World Quest.
