Hello, I went to the Eumi Island Town NPC for tutoring Wish. It says that Latias cannot learn Wish, but that is not the case when referencing the move on smogon which is linked here.

Latias can learn Wish via level up (level 1). Thus, it can be relearned through the Move Relearner in any region.
