I was with bisharp against ampharos, 

 

it was using only signal beam, after a few false swiped I was paralyzed by static.

Each subsequent signal beam was adding the message "confusion failed to have any effect" 

and I was never confused even though the battle lasted many rounds.

 

I'm guessing signal beam checks if statused and not if confused.

I'm sorry for the inconvenience. We've checked what you described and came to the conclusion that the "CONFUSION failed to have any effect." messages are just visual and shouldn't be displayed, to not mislead the player. At the moment, when a Pokemon is status'ed, whenever it gets hit by a move that can confuse, if the RNG doesn't roll a confusion, that failed message is shown but I can assure you if it rolls a confusion, it does confuse the target. This has just been reported to the Developers. Considering its low priority, it may take a while to be corrected but they are now aware.
