Level it to 100 and evolve it, then use mysterious candy to evolve it in final stage.

As @Sandeepkr2amentioned above, you can use a Mysterious Candy to evolve your Tepig. You can purchase a Mysterious Candy for 5000 pokedollars in Celadon Department Store, or you can also purchase it for PvE and PvP Coins. Afterwards, use the Mysterious Candy in the same way you would use a Rare Candy. It will make Tepig evolve.
