iam not lagin at the game only the effect animation lag for some reason and its not fps drop its the animation.

The animations generally seem fine most of the time. I feel you're mixing up "lag" (as in delayed reaction) with exactly what you said (an FPS drop of the animation) which isn't usually server/client-side and is often hardware issues.

nvidia gt210 1 gb intel core 2 duo 2 ghz ram 3 windows 7 and i set everything on my pc on performance

my fps is 60 when i walk and in battle is 60 too. when i attack and its showing the effect of the attack the fps are still 60 but it shows the effects like its 30 fps :S but only the effects nothing else..
