The man before said the gym is always closed. After acquiring this badge you should be able to challenge Viridian's Gym. Looking forward to your response. Could you try to enter the Viridian Gym and show a screenshot if you get any message upon trying to enter the gym? Ignore any NPC nearby, simply try to enter the building.
