Kvar Posted March 21, 2021 Share Posted March 21, 2021 Greetings, @Shivanaveen As mentioned above, each time you enter a new region you will need to beat each required badge in each region to be able to use HM Surf. You should also be able to use other HM such as Cut and Flash immediately upon entering the region. I hope this has resolved your issue. In Johto, you will need the 4th Badge. In Hoenn, the 5th Badge. In Sinnoh, the 5th Badge.
