You can purchase a Mysterious Candy in the PvP, PvE Coin Shops or in any Department Store and then use it like a Rare Candy on your Sliggoo, even at level 100. You need to use it in an area where it rains. To know if it rains, enable the Weather effects in your option settings ingame.

One of the most frequent places is Pastoria City in Sinnoh, where it almost always rains. You can use a Candy there and it should trigger your evolution prompt.
