Tried to level up multiple times Chingling at night with almost max happiness

I'm pretty positive it have enough happiness to evolve, yet it won't despite leveling it up at night.

I did it and it say 248. Leveled it at 22 pm (ingame time). Wasn't 220 the required happiness?
