My english is bad, the blissey is not on the ballroom, i did all but he never spawn, all npc is talking, jakson is down, i don't understand, im' not alone with this bug, fix it pliz...

This likely isn't a bug, first you give jenson a pecha berry, then go to the kitchen and get access, and then go find blissy on the left side of the ballroom. You can http://tinyurl.com/prowalkthrough look through that to help you on specifics.
