I breezed through the elite four and then I lost to gary because i didnt have enough revives when i got to him and had to fight him with 3 pokemon. Now i cant just go back and destroy it right away... Whats the cooldown for fighting them again???

Back in my days, it was 24 hours, but I heard that it has been reduced to 12 hours (irl, ofc)

Yes it's 12 hours. The 12 hours are just fine, you'll always have some kind of restriction if you loose to a boss in MMO's too. The 24 hours were before, it got adjusted just recently.
