i don't have kyogre in pokedex

i finished all gyms and leagues but kyogre doesn't appear in pokedex and i find the cave entrance blocked by the hydra team. what should I do? is it a bug?

You should be able to get Kyogre's Dex Data by fighting Aqua Leader Archie in the Cave of Origins in Sootopolis. You can follow the Legendary Megathread Guide and follow the Jirachi Quest Steps so that you can get its data on the way!

the cave for kyogre is blocked by the recruit hydra and does not let me in, unlike groudon which I have already beaten many times
