i have breloom jolly nature, 30 speed iv and 252 ev, has choice scarf. ;261+130=390 total speed.

Opponent pokemon a mega charizard Y. It has max 328 speed and hasnt any speedboost move.

 

How this charizard first attack with flametower to breloom?

With this information we cannot proceed much further. We would need to know other factors such as Sticky Webs being placed on the field or if you used a move such as Focus Punch, which has decreased priority. Looking forward to your response!
