So is it possible for me to change Latios and Latias's forms when the event is over? Thank you so much for helping me! Unfortunately there has been no announcements or confirmations yet if those skins will still be available after the summer event ended. Seeing as how other events handled it's definitely possible that they might not be available after. I would personally recommend to try and complete the Latios/Latias quest as soon as possible if you are interested in the forms. Have a nice day.
