is it legit to have the game running 2 times on 1 PC with diffrent Acc's as long as im playing them both?

If u mean multi-clienting, its allowable for use of trading between ur other account, for example.

this is exact what i mean, would you tell me how to open the game twice?

download both 32 and 64 bit client, you can open both, watch your ram capacity.
