In order to use a mysterious candy to evolve a pokemon you must have the requirements for the evolution itself, even if you use the candy. You still need to be in a place where it rains in the overworld in order to evolve a Sliggoo using it. I would recommend trying out route 212 in Sinnoh since there is usually rain there.
