So I was playing through the game and noticed that Gardevior is missing some important moves such as Moonblast and what not. (No biggie beta is beta) But then in the Johto poke league I noticed that Willi's Gardevior has Moonblast, so I am wondering is Gardevior supposed to be able to learn moonblast similar to previous main games or not? If so where/when can we learn it because Gardevior does not currently learn it in the move set.

 

Just seems a bit unfair that boss NPCs get to use moves that we can't.

The npc's have fixed moves, they could have earthquake even tho they don't learn it. You'll have to wait until the moveset of gardevoir is updated to learn it
