Only the pikachu starter can learn it, the tutor is located at fuchsia on the beach (the trainer with a pikachu)

you can teach but you need chosse pikachu as starter pokemon after that have cd for teach another pikachu surf.

You can only teach Pikachu surf if you started with Pikachu.

 

You ARE able to teach additional Pikachus surf, but there is a cooldown associated with the NPC who teaches Surf.
