The ability Shield Dust protects you from most secondary effects from damaging moves. The text for Super Effective triggers for the type advantage Rock has over Bug, and then the "It's Completely Ineffective" message triggers as the ability protects Wurmple from having a Speed Drop due to being hit by Rock Tomb.
