Sailor Drew Bug in Emui Theme Park to go to Evergreen Waterway

Hi,

 

I recently got a problem to access the xmas event map to go evergreen waterway. In game to access this place, one needs to go to Emui and then talk to sailor Drew there... My problem is that he is not there. I restarted, uninstalled and download the game again but no where to see the NPC in the right of the sailor. I sent you two screen shot as proof.  One is the bugged and the other one is my friend's screen shot where the NPC do appear.

 

The first screen shot is my gameplay screen while the second one is my friend's screen shot of the sailor appearing there for him.

You have to talk to the old lady next to the PC in Eumi to start the quest and make Drew appear.

I did the Kyurem quest already though, when I talk to her she just said "I knew you were able to solve this problem." So I don't know what I should do to trigger it again .
