Well, before I talk about what's going on, I just wanted to let you know that I'm Brazilian, and I don't have much knowledge of English, but I'll try my Max to report this:

I've been trying to do the legendary celebi quest since yesterday, but when I get to the part where I have to find the "pokeball gs" it doesn't appear in the ruins as the scientist says it is.
(She's so buggy that I can do the "legendary dogs" before she)
could you guys look please? 

Same problam for me also when interacted to those 4 balls 1st time I fought some wild pokes then when I interacted 2nd time it's showing nothing here so I can't recieve gs ball

They are not in this house they are in other one let me clearify you

I think you guys are searching the GS ball at the wrong place.

 

Can you guys check out this guide and try out the quest once more?

It's placed at the Celebi Quest.
